will this ratchet fit onto a reguler 1/4" driver slot? Want to use it on something other than leatherman.

I've not tried it on anything else but my Leatherman? But to answer the question, I believe it will fit in a 1/4" drive hand tool? I would never use it in ANY battery operated tool such as an impact driver? It's not designed for that.

Why is this listed for $30 from the original source but sold for double the price here? As of April 3rd 2021.

Because leatherman has had this problem for a while. Scalpers buy off all their stock and then sell for double or triple. Leatherman has tried fighting this by limiting to one to three per customer but scalpers always find a way. It's been out of stock from leatherman for a while, so have the bits. I'm sure when they are back in stock they will be bought off immediately so act fast!

Will this fit the leatherman free p4?

The ratchet Driver will not fit the Free P4.. It will fit the Wave or the Wave + or the Curl or the Surge or any of the Leatherman multi-tools that incorporate the replaceable flat screwdriver blades. It can be adapted to the Leatherman tools if they do not have the flat screwdriver feature by using the "Tool adapter" that clamps over the plier feature. The adapter features a 1/4" hex drive and the ratchet driver will fit the flat driver or the hex drive insert.
