They stayed in the top bassinet until they started sitting on their own, and then used the bottom as their bed until they were 18 months to 2 years old before we transitioned them to a crib. We got a convertible crib that turns into a big kid bed. Doing exactly the same thing now with baby #2. I just ordered this bassinet for them. It's the easiest, safest, and most cost effective way to do things in my opinion.
