Do these fit Harland Clarke checks three to a page?

I have Deluxe checks, why don't you measure checks to see if they will fit. That is what I did. Binder is very nice and my checks fit well. I had to order this binder because the bank left the binder I ordered off my order. Glad I did.

Each ring is an inch and a quarter apart Rings are1-1/4 inch apart.

Can I use for personal checks for these folders

Probably not. It’s more for business checks.
