I've 13 steps will the 20in cover all of the stairs?

The product is 20 FEET long not 20 INCHES. Typically, a stair is 7.75" deep x 10 Inches tall. If you have typical stairs, then the 20' x 30" size should fit your 13 stair staircase.

Will this move and/or slip on carpet? Looking for a solution for slippery carpeted stairs

The one adheres to the carpet so it does not slip. It had been terrific for keeping my stairs clean

Will it stick to shaggy carpet?

Just like your foot stepping on the carpet, if the floor protector is on shaggy carpet that is particularly tall or dense, it will sink in. That will be evident when using this product also so there may be some play or movement from walking on it.

Does it leave marks on carpeted stairs?

This is the third one I've had, over a 30-plus year period (the first was a gift). No marks on the carpet, and considering how dirty these covers eventually get (even with washing) over a 10-year period, they definitely save the carpet.
