I normally wear an 18-20 in tops and a 14 in pants. I got a size 18 and it fits well. It’s not tight but not too loose. I would say to go with your top size if the bottoms are loose you could cut two holes in the waist band and run string or ribbon through to tighten it. If the bottoms are a bit snug the top covers the belly area. If your bottoms area is bigger and you need bigger bottoms than tops then the sports bra style top may be too big.
