**Q: Is this also a Vacuum valve or only an air release?**
A: From the looks it is both.

**Q: will this valve let air into the system if there is not water present to lift the float?**
A: Yes, it will but take in mind that the orifice is 1/16".   When there is no water in the line, the float is down and the valve is open, air can go in thru the 1/16" orifice.
