They should have kept the external material all the way down to the inside bottom of the pocket. They didn’t measure it, but it should just fit in the dimensions they state. The bag fitted under the seat in front in both premium economy and standard economy (I flew one on way out, the other on way back). The laptop pocket is decently padded and there are some useful pockets. I managed to fit all my supplies for the flight in it, and it was great as a bag to take into the office during the trip.
