Does the cotton lose it's ability to hold / dispense fuel? Will new cotton fix an old lighter that sparks but doesn't light?

Yes the cotton will lose its ability to hold fuel. I would try a new wick first. I think the best thing is to send it in to Zippo. They will replace what needs replacing. It will work like new. Genuine Zippo cotton and felt can be difficult to find.
