LPM is a volume, this is a pressure regulator so the answer is no. Perhaps you could use a tig or mig welding argon gas flow regulator.

What is the cfm flow for this unit ?

Victors manual, nor does the regulator state the cfm. Victor is closed today, so we cannot contact for specs. Sorry

does the flow change when tank near empty?

When ever your pressure in your tank is below what your regulator is set at, then your pressure will drop and your flow will not be the same.
