the plastic bags vacuum packing means what ?how do they seal

They don't seal....they say they will close with heat...I personally don't have a vacuum sealer, or anything to heat it with, so I used twisty ties....a much better idea they should add....good luck!

What are the measurements (size) of the bags?

They will fit a full size fudgcicle. Downside is, they are hard to fill, and no way of closing them...so I have been saving my twisty ties from bread bags....other than that, they have the right idea

I think you meant will US paper bills fit into these bags? The answer is yes but just barely. US bill size is Length 6.14 x Width 2.61 inches Each bag is Length 6.3 x Width 3.1 x Thickness 0.01 inches This will be a tight fit so difficult to fit into without tearing. You also have a limited thickness, so a heavy wad will not go in. The minute you try to fit this over currency it will tear, as its fragile and meant to be disposable. Instead, try Ziplock bags or Sandwich bags as these will hold a lot more, and much more durable, won't tear.

can you vacuum seal the bags?

This is cellophane and not thick plastic like a vacuum sealed bag. No, not for vacuum sealing, it will melt instantly.
