besides battery life, is there any other differences between 2.0 & 3.0?

Just size. The 3.0 is a little taller and thicker than the 2.0 because of the bigger battery it uses. It has all the same great features.

Can I hook up a portable battery pack and keep recharging the battery pack, to get a longer battery life?

We do not sell a portable battery pack for this device. The battery was designed to last 1 month reporting at every 60 seconds. You can set your device to report less frequently i.e. every 2 minutes, 3 minutes or even 10 minutes and you will get much more than 1 month before you need to recharge it.

Will this work outside the usa?

It works in the USA and Canada only.

If using a debit/bank card to purchase subscription what does the charge come up as? Will it say tracking device subscription? Is it a dead giveaway?

I forgot what it said, but my ex saw the charge and she thought it was a dating website. At any rate, use a different card because it would be easy to figure out what it is.
