What is the purpose/reasoning for the glue on part in the upper left square of the picture?

There is no glue-on part that i am aware of. It's just 2 metal rods and the plastic end pieces that are already on the ends with Allen screws, and the hardware packet with a couple of Allen wrenches.

These racks are very noisy. Sounds like a wind tunnel. Is there anyway to make it go away?

There are several reasons for wind noise. One is that the direction of the crossbar is reversed. Please pay attention to the "L" and "R" marked on the bracket. Second, there may be gaps in the part connected to the roof side rail.

This roof rack system had a fairly easy installation process. It's very secure and sturdy. Plus, I think it looks sharp too. I deducted a star for the whistling noise it makes when not loaded with luggage. It sounds like like a missile launch! I'm used to it, but I may end up removing the racks just because of the whistle. However, overall, it's a good product.
