Are these dyed quartz?

No, not so far qa I can tell. The luster is not that od quartz.

What millimeter is the diameter?

These are mixed lots of faceted stones in several shapes. They ones I got varied from about 4mm up to almost 15mm, but only two were round. One was just over 6mm, and one was just under 8mm.
