No. This is oil based. They do have a water-based version. It'll look like the same can with a blue stripe stating "water-based".

Has anyone had problems with a partial can's contents turning hard or forming an excessively thick skin on top?

The lid probably was not quite sealed. I remove the skin and add Penetrol to it to thin it out and help it brush and level. Penetrol can be found at Sherwin-Williams paint stores.

What should i use to apply?

Use a natural bristle brush. I recommend the first coat be cut with Penetrol found at Sherwin Williams.
