I can’t answer how long it takes? I assume it would be immediate. You need to keep them packed indefinitely or until the mothballs get oxidized and disappear. Them it’s time to buy more

Does this get rid of outside cats in yard?

Yes, but it doesn’t last long. Sublimation rakes place spontaneously once it’s in contact with air. It lasts for about a week. Also, water dissolves it quickly. Best use is indoors, to het rid of silverfish and other bugs.
