Yes this product holds 4mm bits

Are the bits themselves magnetic?

No the bits themselves are not magnetic. Over time, they do pick up a small amount of residual magnetism though. They are held in the storage area by magnets in the step and they are held in the tip during use by a small rare earth magnet in the body of the tool where the tips are placed.

Is it tsa compliant? assembled with a bit still way below 7 inches but not sure about other considerations.

It is only four and three-quarter inches in length, and because it has no knife blade, it should pass through TSA with no trouble. However, if an agent opened it, and accidentally lost a bit or two, you'd probably not appreciate that. So, I'd recommend putting all tools, including knives, into your checked luggage. If you're not checking luggage, leave the most expensive tools at home, and make a stop a Harbor Freight for some cheap ones, after arrival at your destination.
