I think that means the 1003 is just slightly smaller but still within the specs of a collegiate ball. Both are approved for NCAA and NFHS use. I'm guessing the 1003 is used more in high school ball. I hope that helps. **Q: max inflate?** A: Use your best judgment. Maybe close to it **Q: Is it okay for streets/concrete ?** A: NO!!!!! This is one of the best,BUT IT IS NOT made for concrete or hard abrasive surfaces. It wont last long on concrete or hard abrasive surfaces. However it's only approved for on-field play, not in-game play. Meaning it's size is functionally appropriate for practice.
