Does it remove stubborn mildew from caulk in bathtub and shower?

To be perfectly honest I have not tried this on caulk in bathtub and shower but if any product will it would be CLR Fresh.

Is this filled with the same product that comes in their non-spray concentrate jugs?

Under the CLR Brand, we have 14 different products each one formulated to clean differently. Our CLR Bath & Kitchen Cleaner is a mild cleaner that dissolves calcium, lime and soap scum (not rust). The product in the gray container (jug) is our CLR Calcium, Lime and Rust Remover...the only one of our products that contains the chemicals to dissolve rust in addition to calcium and lime.

Does it make a difference if I let the foam stay in the bathtub overnight for longer hours? Would it be easier to scrub and clean better?

Can I use this to wash concrete off clothes

I wouldn't. Treating clothes is not listed and I only use it on items listed on the label. It cuts mineral deposits, mostly. I'd call a vendor who lays or uses concrete.
