Possibly. The issue is that the aluminum is soft and has probably sieged against the steel by a corrosive action where the two metals become one. You might want to try using something like liquid wrench to reverse the corrosion effect? This tool would likely crush the aluminum.

can i use this to open a tank 7 inch in diamater??

You'll need a chain extension of at least ~4" for a 7" diameter object since it only comes with 18" of chain. Use the formula for the circumference of a circle, diameter x 3.14

How narrow can it adjust to? I have a 2-foot long drill bit stuck in the floor against a wall (at baseboard). Would this be able to wrap around such?

I reckon the Vise Grip with chain could solve your problem, but it will be easier by using a conventional Vise Grip to grab the drill shank, and wriggle it back and forth.
