Can this handle a .7 ohm load

It probably could however in order for it to handle that load your electrical should also handle that load for the amp. If you intend to run that much power your electrical should be stout enough to handle the load. If you take into account box rise, the amp may not see a true .7 load. Again that much output of power also needs the capability of the electrical system to handle the load. My suggestion would be to not run it at that ohm load unless you truly know what you are doing.

What is the rms rating @14.4v (at lowest impedance)? what is the lowest impedance it can be operated at?

It's rated 17000 watts at 12.6. At 14.4 it will be upwards of 20k. Rated at 1 ohm

Is this the orion hcca 17k *splx* or just orion hcca 17k?

I would recommend at least 4 x Batcap X4000 batteries but the more the merrier depending on your budget..
