Will this let me connect my automotive R134a manifold to my household R134a/R22 vacuum pump?

Yes, it will allow you to connect the 1/2" acme to the 1/4" male flare pipe fitting on many pumps, but it might not allow you to pull a vacuum through it because the R134a manifold hose sets are supposed to have a schrader valve on the yellow hose. If it does, another method is needed to actuate the schrader valve. I have seen reports of a couple of other varieties of manifold hose sets. One type has an opener to actuate a schrader valve (a rubber nub that has a hole in it). Another has a connector for attaching directly to an R134a can, which is larger than 1/4". Only an open end or rubber with a hole in it will work with it. If your manifold set has any other than an open end (or rubber nub to open a schrader valve), it will require another adapter to pull vacuum. My set came with an adapter for 1/2" acme female to 1/2" acme male (with a schrader valve) and that requires this adapter to allow vacuum.

I have a r12 vacuum pump. will this convert it to be used with an r134 hose to evacuate the  system through r134 guage set?

You should be able to just change the adapter and hoses fit fine.

I have a refrigerant recovery tank with high and low fittings will this make the low side(blue) connect the yellow port on my gauges?

Yes, It is used to recover your Freon. Do not forget to add a small portion of oil to your system. Not sure which type you need.  Review the tag underneath your hood or go online to check the refrigerant, oil amounts.

Will this connect an r12 hose to an r134a can without leaking? Is there an o-ring?

Yes, but this adapter is designed to connect the R12 hose to a R134a cylinder. There is no piercing pin in this adapter, only a gasket. Since the R134a cylinder does not need to be punctured, thus this design.
I would suggest using a FJC 6030 can tap, then attach this to the outlet fitting of the tap, then connect your R12 hose to this fitting then.
