No, it won't. According to the description, communication is one-way from a USB-C device to a VGA device.

Yes it can, if your desktop has a USB Type-C port then this can be used to extend the desktop screen or mirror it if you choose to do that instead. Obviously, this assumes the operating systems supports it, etc. I use it with Windows 10 desktops and it works great.
