What is the measure used for 26"-29" "Frame" ? My bike has a 21" seat tube and I am >6 ft.

26"-29" refers to the size of the tire the carrier will go over, NOT the frame size.

Is this rack suitable for a bike with 4" wide tires, or is there a model specifically made for one? Thanks
