I want to use this to run between my house and garage, so most of the cable will be exposed outside. Will this cable be suitable to be left outside?

as always it depends, what's the load, will the ends be exposed, will it be going across concrete or soil or grass, will there be footfall on top of it and most importantly the size of the local mouse population (the little blighters can chew through anything if the mood takes them). in short you can try but it doesn't meet UK regulation so if it electrocutes you or anyone else its your problem ;-)

Why haven't i received my item in over a month now

is this product suitable for outdoor electric heaters

It depends on the power rating (Watts) of the heater. If the extension lead is fully unwound it will support an appliance of around 3000 Watts (3 KW). However, this is reduced to significantly less if not unwound, which could overheat and potentially catch fire with a 3 KW heater.
