Is this supposed to come sealed? Like a safety wrap?

No, but it should certainly look unused. We recently bought a bunch of stuff from the Kiko store in Rome and it’s packaged just as it would be in Sephora- boxed but not plastic wrapped. Btw- the mascara is fantastic!
