I used these tubes on wheels with 700x32c Schwalbe Marathon Plus tires. It is working nicely.

Will this fit the skinny rims? (700×35c rim)

I use these for with my 700x35 & 700x32’s

Will this work on my 42-622 700 x 40c tires?

Yes this is one of the sizes listed on the carton

That size is not listed on the carton. It says it will fit 700X40c and 700X45c. Seems to skip over 42 for some reason
