as the circunfrenciment at least 1/4 x 2 1 1/4 inch or Hight from top to bottom standing up would be about 1.5 to 2 inch

I measure 1.3" ID. It's too big for my 1" pvc pipe.

Does the pipe section need to be completely flush with the coupling center stop/divider in order to have a proper seal?

yes as close as you can get it if not in far enought it might come apart or leak . you might have to cut it out and start again if not in right .
