Will this fit for a 700c bike?

I do have a bike with 700c tires and this did fit. Just make sure your frame has the mounts for it as in the picture and your good to go, as it does adjust which works wonders for bikes of different sizes.

Will this work for mounting a toddler seat?

Probably safer and easier to just strap the child directly to the rack. You need a seat specifically designed to mount to your bike. Don't attempt to put your car seat on this.

What is the actual width between two bottom screw parts (description figure says 6", but some customer picture is 5")?

mines still not mounted on bike and is 5 3/4" , they do bend a bit to fit most bikes

Why not? The 13" frame still has 26 inch wheels. The stand over height is not that different from the largest to smallest frame. The seat tube angle is a little sharper than the larger frames. The PakRak is very adjustable for fitting a wide range of bike sizes. You may buy with confidence that it will fit.
