it says that this 32oz makes up to 2.5 gallons. does that mean you add water to make more solution?

It is consitrated bubble solution. For regular bubbles 1cup solution 5 cups water. For giant bubbles 1 cup solution 4 cups of water.

Does it work well with the kids lawn mower bubble machine?

I don't have experience with a lawn mower bubble machine, but it HAS to work well, because it's a concentrate that you can dilute with as much water as you to optimize the results.
