Will this fit on a 46" dining room table?

depends on the size and style of your dinning room table. If it's an antique - you probably don't want to use it because it would harm it.

There are no instructions on how to assemble. Is there any information on "how to"?

Great net, ideal for converting public tables to a competitive standard. Not too hard to assemble but children may struggle. Packing box is small and makes a handy portable container. Not super flimsy but may get damaged if left in a public space. Not the highest quality net ever made but possibly the best for the price.
