It takes a really long time to grow the seedlings, especially when there are so few.
It was stated that there were at least 500 seeds in the package. No Way! There were maybe 40 and that is being generous. I do currently have about 11 seedlings spouting, but nothing like I thought I would have.

Under magnification, there are hundreds of small seeds - the seeds are there!
I am a plant scientist and have worked with plants at the university level for over 30 years. I ordered the seeds of this plant to study its medicinal properties. I received my packet of seeds yesterday and today when I went to plant the seeds, my first thought was I had been send only a back of chaff. I placed the plant material under magnification to see if there were seeds and sure enough, there are hundreds of very small seeds (about the size of a needle point), so do not think you got sold a back of plant debris. It is loaded with seeds and the seeds appear to be very full and I expect them to germinate very well. I have no reason to believe I received poor quality seeds (yet) and look forward to growing this plant in my herbal garden. The seller is not ripping you off. Seeds are Viable
Got the package of wormwood annua seeds The next day, super fast shipping I stuck the entire package in the refrigerator for one week. Then I took out and planted in a container with the lid on it sprayed them with the water bottle two days they sprouted just like in the photo only two days it's coconut husk that they are in. Yes, I would recommend from the seller.Thank you so much
