The clay's rigidity is dependent on temperature. It will need to be warm (90F/32C) to shape, but will slump, unless you wait for the clay to cool (70F/21C). You could use an armature wire to to prevent slumping while warm, or cool by spraying "dust-off" holding the can upside-down. It is a very hard clay though, and will hold its shape better than other oil clays.

Can I use this to shape a cars interier and exterior, will it hold up?

Only to make a mold of it. The hard clay you have to beat in a crockpot to be able to work with it. It is temperature sensitive as it will turn into a liquid so it becomes mallible.would suggest sculpting then making a silicone mold using something like moldmax brush on the fiber resin inside the mold

The title says this is oil-based, but other sites say it is wax based, which one is correct?

It's a mixture of both, but when finally working with it you'll notice it's more wax based...

I could use a hairdryer to help smooth things out as i sculpt?

Yes to maintain it at managable state. That way it can extend your sculpting time and to correct any part of your sculpture if needed...
