No, unfortunately, no silent mode (there's no volume control at all).

Can you plug in ear buds?

Not at all. This little guy is loud. And it make extra noises every time you complete one round, I believe the regular size Simon doesn't do that. I bought the small to take me on trips but is too loud. If you don't care about the size, buy the big one. It's better.

Does this track the highest score?

YES, it does. When you lose it tells you what score you got by lighting up the buttons all around in a circle. If you count them as you go you can tally your score pretty easily. You should stop answering questions Shreena Williams, you're misinforming people.
