Should this binder be solid not powder?

My experience has been that Pan pastels are more powder. They are not as chalky as sticks but are still more of a fine powder. The only pastel that is more waxy is the oil pastel stick. The pan pastels do not give off as much dust as regular soft pastel sticks.

Does this work with different brands of pastels?

PanPastels work well with most pastel brands....but I find there is no color other than your initial pastel color choice. I use this particular pastel as a blender of color(s). I find it moves the color of choice without changing it and is alsoexcellent in the subtle blending together of several colors. Although not necessary I "set" my colors by very lightly spraying with ANY hairspray.

Does this single pan come with any soft tools?

No, single pans don't come with tools. Only the multi-pan sets come with the soft sponge tools.
