Barebones, around 650. With wargear and more expensive weapons you could get around 900 or more. If you download the 40K app, the T’au rules and points per model/weapon are all updated.

Is this tau empire : cadre starpulse (battleforce) assembled and painted?

No it does not come assembled or painted

Do you know if this is pushpin assembly or do I need glue/cement?

You need glue/cement. A good Plastic Glue I use is Tamiya Extra Thin Cement. Make sure to wear a mask while using it as the fumes are toxic. Nothing bad but you could get a headache gluing all the pieces.
