Is this the complete set?

Yes. There are 16 markers; one side has an intense dark shade brush tip and the other has a lighter shade with a fine point tip- giving you 32 colors overall. It is a deep tin and comes with a few activity pages. The markers sit in a black plastic tray which can be discarded to make more room if so desired.

Why is a 12v required?

These are simple double ended markers. Nothing is required except the paper :-P I personally love them.

Have you found any brand that you like better?

The brush tips do wear down quickly on these particular brushes. I typically have a set for the kids and another set just for the older kids/ adults so that the tips remain sharp.
