Does this come with free cloning software?

I think so (on their website), but you seriously shouldn't be purchasing any WD Green storage options anyway. Sequential write speeds on them are famously low. I just got a new Samsung 970 Evo drive and it's literally 10x faster than this Green SSD.

My pc has a i7 8700k with 16 gigs of ram with a nvidia 2080 graphics card and already has one of these 1 tb ssd in it. Cab I install 1 more?

Almost certainly yes: you may need to purchase a cable to connect it to the sata port on the motherboard, and go into the bios to update the settings and ensure your primary drive remains the boot drive
