Is the packaging meant to be sealed, mine was not?

I have bought quite a few of these eye drops and have never seen any type of sealing. Holland & Barrett sells this product and again I’ve not seen any type of seal I have to say this product is very effective and good value.

Does this work on eyes that just start watering ?
