Yes! You can just set your Bios to (DVD or CD) as "first boot" then turn it on open drive load CD "OS" Windows/Linux whatever your flavor and it will work.Hope this helps!

As Paul O. said, "No". This is only a DVD drive - just the hardware. It would normally be controlled by a computer. The computer then would handle the input from your VHS player and send the information to this drive. You will also need software (program) to make the format transfer.

Can this be connected with laptop by USB port?

Maybe. You need a SATA to USB bridge, It is a sable that plugs into the SATA connections on the drive and has a USB on the other end. They work sometimes debending on brand and compatability with your motherboard. Google revealed so many problems that I just installed my full size drives in my full size computer.
