Can I use this black ink for ET-2600?

I'm pretty sure you can yes. We use the same ink for the ET-2700 so I'd be amazed if it wasn't the same.

Is the ink waterproof or would you advise to seal prints?

Printing on self adhesive vinyl using genuine Epson inks we have had no problems with colours running when wet. We have even had jars washed using a restaurant/professional dishwasher machines with no issues - and no we don't use any sealer

Hi, we are unable to decant ink into printer - printer is epson ecotank et-3750 - we've followed instruction manual but ink won't come out

This is a bit of a guess as to your problem, but the refills are usually sealed. Did you unscrew the lid and remove the seal?
