it will vary from bag to bag, some pieces get broken during shipment, some get stuck together, but a general guess, counting individual pieces, I would say around a thousand , give or take a few hundred.

What is the expiration or best before date on the back of the bags?

I don't know since I have already ate it. But,...When I got them they were dated good. Everything is dated good from amazon. They don't sell expired food. Costco is where mine came from when I ordered them from amazon and costco shipped them right from the warehouse fresh.

do the mnm's come in individual packs or not?

No. With this size bag it was just all one collection of M & Ms. No individually wrapped mini-packets. Just a big bag of M & Ms.
