Would a 30l barrel hold 25kg of oats?

Probably not, it holds about 17kgs of birdfeed which is quite dense oats are quite a bit less so. I hope that has been useful.

Will this hold 25kg of pellet for fishing

I'm not a fisherman, so I don't know how big physically the size of 25kg bag of pellet would be. However, the tub measures approx 280dia x 500mm high with an opening of approx 250mm.

How water tight is it?- (I need a food barrel for kayaking)

I would say it is very air tight as the lid is tough to get off & it has an "over centre" locking strap that keeps lid & barrel close together.
