Will this fit on a bmx bike?

Fits my S&M with a 21" top tube

Will the securing straps go around a mountain bike tubular frame as it has a larger diameter than an ordinary bike tubular frame.

Yes. Straps were quite long. Had to trim quite a bit off for my road bike.

My cables run under the main frame will this allow the bag to still attach?
