That’s exactly right the plates move for camber adjustment. The plates are placed under the wheel before you put the weight of the car and then you release the pins when the weight in on them . The tires will then squat to its camber . The plates have ball bearing rollers so the suspension is allowed to move.

Can you lower the car wheels on the plates or are they designed to drive on?

Both are ok if you drive on to them they have locking pins and once the wheels are on the plates you pull the locking pins. If you lower the wheels on the plates you don’t have to use the locking pins.
