It says medium heavy in the description

The line rating for the 8 foot is 12 to 20 pounds, 10 foot is 15 to 30 pounds, the 12 foot is 20 to 40 pounds. With braided line, because of the smaller diameter, I can throw much heavier line.

Woukd a penn fierce 4000 match well w/ this rod for socal surf fishing?

Depends on what type of fish you are going for if you are going for big game fish like striped bass and Bluefish I recommend the Penn fierce 6000 and better
