Yes, this sealant can be reused. You may need to fill in some spots in the channel if any is lost or removed while reopening the headlight. But the sealant itself can be softened with heat time and again. 265F for 7 minutes does the trick every time.

Would this product work to seal a headlight onto a car?

No, it is not intended to be used as an adhesive. It is a sealant. The first warm day and the sealant would soften to the point that the headlight would fall off if this was the only thing used to keep it attached.
