Has anyone tried to actually wear it as a petticoat, under another skirt?

I have not tried it under a skirt, but it fit perfect for my Skater Dress. It is very short, so it would not work with knee length skirts!

how long is this petticoat?

This petticoat is 14 inches long of poofy fantasticness.

I am a petite 4'11", waist size about 25.5". Will the elastic waist fit or be too big?

I have a 23 inch waist and it fits very well!

my waist is about 39 inches and im 190 pounds do i get a one size or 1x/2x?
