Yes, it will hold any phone that is 2.44" to 4.06" wide and the S8 and the iPhone 6s will both fit.

Is this made out of metal or plastic?

Will this mount hold an iPhone 11 Pro Max?

Yes, it will hold phones up to 4.06" wide, and is spring-loaded and expandable (you pull it open) and will fit the iPhone 11 Pro Max which is 3.06" wide. Please see pictures and description for more information.

Does this tilt forward facing down?

It has a tightening knob on the back to hold it in place, if you were to try to use in facing in a downward position, it should be fine. Also, you could remove the clip itself from the rotating stand, and just use the clip directly on the tripod when using it facing down, to be as sturdy as possible.
