Is this 100% made of food grade silicone?

It is… but, I would not buy it again. It stains vary badly and cannot be cleaned … I had to toss

Can these be used to make bacon? To catch grease instead of tinfoil?

I have never used mine for bacon. They are very floppy and you would have to have some kind of oven proof support under them such as a rack so that the bacon fat doesn't spill out. It is easier for me to line a cookie sheet with foil for baking bacon, and easier fo me to pour into a container to save the fat.
