It says 31"x10'x2" is this the actual measurements for panel?

Yes. These panels are very versatile and will assist in mounting a ton of stuff on a lot of different vehicles. I believe they were originally designed and manufactured for pickup trucks but they can be used on a jeep. I have a lot of equipment mounted on my jeep on these panels. There is two different size panels and Dee Zee makes some really nice and durable equipment. It looks nice also and is easy to install.

Will this fit a 2019 JL tailgate?

Normally yes. I would call the manufacturer or checkout their website. Dee Zee makes awesome stuff.
